play the new character builds? are they only PVP?

No unless you are in to *serious* pvp and have to have the new skills and armor.

It offers more armor, new missions, new style of PvP (alliance battles), new skills and 2 new professions for both PvP and PvE. As long as you merge your GW and GW Factions accounts a character created in one can go to the other area too.

But you can do GW by itself just fine, the content for each game is designed to be stand alone for that game and still do PvP, just with less options then your opponents that have both.
